The rain pouring down Bali, especially in the Jembrana Regency since the weekend of October 15, 2022, has caused a number of villages along the river in District Jembrana to experience mudflows carrying fallen wood and trees. A flash flood on Sunday, October 16, 2022, impacted four sub-districts, i.e., Mendoyo, Negara, Jembrana, and Melaya.
As a result of the incident, several houses were heavily damaged, submerged in mud and material waste, and paralyzed the residents' daily activities. The main access road connecting Java to the southern part of Bali was also cut off for several hours, although it has slowly recovered. Jembrana Board of Disaster Management reported that 3,889 houses were affected by the flash floods. Up to Wednesday, October 20, 2022, 892 families, or 2,676 people, evacuated to public facilities (community halls) in seven evacuation sites – with the most significant number of evacuees staying in the evacuation site of Village Melaya – 400 families or approximately 1,200 people.
The local Government has announced an emergency status and officially started the Emergency Response for Flash Floods and Strong Winds in Jembrana District by issuing Decree Number: 496/BPBD/2022 for 14 days from 17 to 30 October 2022.
IDEP rapid assessment on Monday, October 17, 2022, has found that evacuees urgently need essential food, clean water, beds, blankets, sanitation kits, and specific needs for the elderly, babies and toddlers, and pregnant women. For the recovery and rehabilitation, the families would need support to clean and rehabilitate the houses, schools, and public facilities that were flooded with water, mud, and material waste; kitchen and household appliances; cattle; and schoolbooks and materials.
WHAT WE DO
Various supports are coming from Government, Organisations, and Institutions, such as the followings:
- Disaster Management Board Jembrana District conducted data collection, assessment, and calculation of post-disaster damage to residents' houses and public facilities.
- The Social Service deploys TAGANA (disaster response community groups) to provide public kitchen services until the Emergency Response period is completed.
- Police Medical Team provides health services with health checks at the evacuation post
- Jembrana Police provides security around the evacuation post
- The Public Works Agency provides support for clean water facilities (community-size water containers)
- Indonesia Red Cross (PMI) strengthens temporary shelters by installing tarpaulin walls in open areas, Wash Services by assisting residents in cleaning their homes, providing psychosocial support by inviting children to play, and distributing hygiene kits at the Tukad Aya Refugee Post.
- IOF (Indonesia Offroad Federation) and Jembrana Trail Association provide transport support to achieve hard-to-reach access
During a rapid assessment on Monday, October 17, IDEP distributed basic needs, e.g., community-size drinking water, fresh vegetables, basic food and support to the public kitchen, sanitation kit, blankets and babies and toddler needs, and trash bags to two evacuation sites of Biluk Poh and Penyaringan in Village Tegal Cangkring.
IDEP Emergency Response
IDEP plans to conduct further assessment this weekend and will focus our response on reaching difficult areas and communities’ medium and long-term needs:
Family Aid Bucket: US$ 125/family
A family bucket can fulfill the family's basic needs (food and non-food) for two to four weeks. It consists of nutritious food, basic staples (rice, cooking oils, sugar, tea, coffees), sanitation, healing oil, basic school kits for children, and garden starters (organic seeds and planting medium) for their mid-term fresh vegetable needs).
Specific needs for vulnerable groups: US$ 50/person
Specific needs for vulnerable groups (PWDs, babies and toddlers, pregnant women, mothers with babies/toddlers, and the elderly).
School kits: US$ 15/child or US$ 250/school
Help to clean house: US$ 300/volunteer
Capacity building for disaster preparedness: US$ 2,000/village
