Effective Representation - The Nation / Représentation effective - La Nation hasn't added a story.
Effective voter representation is an essential part of democracy. Sometimes, with changes in population, some municipalities need to review how their electoral wards are divided to ensure that voters are as effectively represented as possible. In 2013, an imbalance of voter representation was identified within The Nation Municipality (Ontario, Canada), caused by a disproportional increase in population in one of its four existing wards. In 2020, several years following the identification of this imbalance (which has now grown to affect over 40% of municipal residents!), consultants finally completed a Ward Boundary Review based on 5 guiding principles : Representation by Population, Population and Electoral Trends, Representation of Communities of Interest, Geographical and Topographical Features, and Effective Representation. Upon concluding this review, the consultants proposed two final Ward Boundary Review options to Municipal Council, each consisting of changes theoretically designed to finally address the long-standing imbalance in voter representation affecting the region.
Here are the evaluation summaries for both ward configuration options that were presented:

On September 28th, 2020, Nation Municipal Council voted in favour of Option 1 of the Ward Boundary Review, even though it did not fully meet the outlined guiding principles of the study. Alternatively, Option 2 met all guiding principles and was only supported by one member of council, Francis Brière (Ward 4 Councillor). The bylaw is expected to be passed on November 23, 2020.
The result of this decision leaves a significant portion of Nation residents unfairly represented at the municipal council table for years to come.
In an effort to correct this imbalance, a group of concerned citizens from The Nation will be taking the matter to the Local Planning Appeal Tribunal (LPAT).

La représentation effective consiste une partie essentielle de la démocratie. Parfois, lorsqu’il y a des changements importants dans leurs populations, certaines municipalités doivent effectuer une revue de la façon dont leurs quartiers électoraux sont divisés afin d’assurer une représentation effective pour leurs électeurs. En 2013, un déséquilibre de représentation important fut identifié affectant les électeurs de la municipalité de La Nation (en Ontario au Canada), causé par une augmentation de population disproportionée dans un de ses quatre quartiers électoraux existants. En 2020, plusieurs années après l’identification de ce déséquilibre (qui affecte maintenant plus que 40% de la population de La Nation!), un consultant a finalement complété une étude des limites de quartiers au sein de la municipalité. Cette étude fut fondée sur 5 principes directeurs, soient : la représentation selon la population, les tendances en matière de population et de nature électorale, la représentation selon les communautés d’intérêts, les traits saillants de nature géographique et de nature topographique, et la représentation efficace. En concluant son d’étude, le consultant a proposé deux options finales au conseil municipal de La Nation, chacune d’elle suggérant des changements aux limites de quartiers électoraux dans le but théorique de finalement adresser l’important problème de déséquilibre de représentation affectant la région.

Le 28 septembre dernier, le conseil municipal de La Nation a voté en faveur de l'option 1 de la revue des limites du quartier, même si elle ne respectait pas pleinement les principes directeurs énoncés dans l'étude. Par ailleurs, l'option 2 respectait tous les principes directeurs et n'était appuyée que par un membre du conseil, Francis Brière (conseiller du quartier 4). L’adoption du règlement est prévu le 23 novembre, 2020.
Le résultat de cette décision laisse une partie importante des résidents de la Nation injustement représentés à la table du conseil municipal pour les années à venir.
Dans un effort pour corriger ce déséquilibre, un groupe de citoyens concernés de La Nation portera l'affaire devant le Tribunal d’appel de l’aménagement local (TAAL).
