The Subcontractor Project hasn't added a story.

Behind the buildings we use every day are small construction businesses built with years of work, sacrifice, and, for some owners, their life savings.

These owners buy equipment, hire people, pay suppliers, and take responsibility for delivering the work. They deserve a fair chance to keep what they have worked so hard to build.

Yet doing the work does not always mean getting paid when the money is needed. Payroll comes due. Material bills come due. Loan payments come due. An unpaid invoice can become a decision about borrowing more money, using family savings, or whether the business can keep its crew working.

An unpaid invoice can threaten everything someone has spent a lifetime building.

There is an imbalance in financial power. Larger companies can have more control over contract terms and when money is released. Smaller subcontractors may have little room to negotiate, even though they provide the labor and materials that make the project possible.

When that power is used to delay payment or push financial risk down the chain, a small business can end up financing someone else’s project with borrowed money and personal savings. The cost reaches the owner, the employees, their families, and the community that depends on that business.

The Subcontractor Project exists to challenge that imbalance.

My name is Tara Cristel. I co-own Total Glass, a glass and glazing subcontractor. I have seen how delayed payment and unfair financial risk affect people who have put their lives into these businesses. That experience is why I started this project.

My mission is national reform of how money and financial risk move through construction, so the businesses doing the work have fair payment terms and a stronger voice.

The change I am working toward includes:

  • Payment within 30 days for undisputed work.

  • Reasonable retainage with timely release.

  • Greater transparency and accountability from owners through general contractors to subcontractors.

  • Payment terms that do not make a subcontractor bear the owner’s nonpayment risk.

Fairer payment can help an owner cover payroll without another loan, protect savings built over a lifetime, and keep a business operating. It can help employees keep steady work and families plan for their future. Those are the lives this mission is intended to improve.

Your contribution funds the sustained work needed to pursue that change.

It helps me document subcontractors’ experiences with their permission, explain the impact of harmful payment practices, publish practical educational resources, and bring the case for reform to industry participants and policymakers.

I have begun advocating for payment reform in Illinois, with a long-term goal of building support across the country. I have also been offered opportunities to participate in industry events. Funding will help me attend those events and bring the concerns of smaller trade businesses into conversations about the industry’s future.

I am raising $25,000 to support a six-month phase of The Subcontractor Project . The planned budget is:

  • $18,000 for my work , at $3,000 per month before personal taxes.

  • $4,000 for travel and lodging for invited industry events.

  • $1,500 for project tools, educational materials, and outreach expenses.

  • $1,500 for payment processing and a contingency allowance.

The travel, operating, and processing amounts are estimates. I will share updates on actual spending, resources published, outreach completed, and the progress of the advocacy work.

Our first fundraising milestone is $10,000 . Contributions will begin supporting the work and event travel, with the funded duration and scope adjusting to the amount available.

The Subcontractor Project currently operates under my name. I will receive and administer campaign funds for the project purposes described here.

By supporting this campaign, you help give smaller construction businesses a voice in decisions that affect their savings, their employees, and their future.

Please contribute or share this campaign to help move that work forward.

The businesses building our communities deserve a payment system that protects their ability to keep building.
