Washington Brazil Office hasn't added a story.
On October 28th, the police forces of Rio de Janeiro staged a lethal operation in the low income, majority Black communities of Complexo do Alemão and Penha. The military style operation, which included 2,500 officers left at least 132 (and counting) dead, including 4 police officers. This is, by far, the largest death toll in the history of policing in Brazil. Local community leaders and human rights activists on the scene report that many victims show signs of torture and summary execution. Although the deadliest, this is the third such massacre that has been carried out under the administration of far-right Rio governor, Claudio Castro (PL), who praised the operation as a resounding success.
The impacted communities are reeling, having first lived through a terrifying 17-hour exchange of gunfire and from spending the last two days retrieving the bodies of sons, fathers, partners, friends, and relatives, many of which had been thrown into a ravine in a wooded area. Residents lined the dead up on main streets in order for family members to come and identify them, a process which was made especially challenging by the disfiguration caused by close range assassination with assault rifles. Images like the one above, which depict women overcome with sorrow, pain, and rage at a state that fails, time and time again to protect life, are abundant.
Penha and Alemão are extremely low-income areas, and many mothers do not even have the most basic funds to bury their children, put food on the table for their surviving children, or care for themselves in the wake of mounting psychological trauma.
We are partnering with Rio-based non-profit organization, Movimento Moleque, to provide critical financial support to aggrieved families in this sensitive time. Movimento Moleque has nearly two decades of experience in working with the families of victims of state violence. The organization was founded by director Monica Cunha in response to the murder of her own son in 2006. Since that time, the organization has built a network of impacted mothers, helping families to identify sources of legal support, trauma intervention, and emergency funds to families in favelas across Rio. As Monica Cunha explains it, “The same state that dehumanizes and murders our children also seeks to deny mothers the chance to give their children a dignified burial.”
Movimento Moleque is part of the Coalition for Black Rights and the Movement of the Families of Victims.

No dia 28 de outubro, autoridades policiais do Rio de Janeiro realizaram uma operação letal nas comunidades de baixa renda e maioria negra do Complexo do Alemão e da Penha. A operação de caráter militar, que contou com 2.500 policiais, deixou pelo menos 132 mortos (e o número continua a aumentar), incluindo quatro policiais. Este é, de longe, o maior número de mortes na história do serviço das forças policiais no Brasil. Líderes comunitários locais e ativistas de direitos humanos presentes no local relatam que muitas vítimas apresentam sinais de tortura e execução sumária. Embora seja o mais letal, este é o terceiro massacre desse tipo realizado sob a administração do governador de extrema direita do Rio, Cláudio Castro (PL), que elogiou a operação como um sucesso absoluto.
As comunidades afetadas estão em estado de choque, depois de terem vivido primeiro uma terrível troca de tiros que durou 17 horas e de terem passado os últimos dois dias recuperando os corpos de filhos, pais, parceiros, amigos e parentes, muitos dos quais foram jogados em um barranco numa área de mata. Os moradores enfileiraram os mortos nas ruas principais para que os familiares pudessem identificá-los, um processo que se tornou especialmente desafiador devido à desfiguração causada pelos assassinatos à queima-roupa com fuzis. Imagens como a de cima, que retratam mulheres tomadas pela tristeza, dor e raiva por um Estado que falha repetidamente em proteger a vida, são inúmeras.
Os complexos da Penha e Alemão são áreas de baixíssima renda, e muitas mães não têm nem mesmo os recursos mínimos para enterrar seus filhos, alimentar os filhos sobreviventes ou cuidar de si mesmas diante do trauma psicológico crescente.
Estamos em parceria com a organização sem fins lucrativos Movimento Moleque, sediada no Rio de Janeiro, para fornecer apoio financeiro essencial às famílias vítimas neste momento delicado. O Movimento Moleque tem quase duas décadas de experiência no trabalho com famílias de vítimas de violência estatal. A organização foi fundada pela diretora Monica Cunha em resposta ao assassinato de seu próprio filho em 2006. Desde então, a organização construiu uma rede de mães afetadas, oferecendo encaminhamento para apoio jurídico e de saúde mental como intervenção em casos de trauma, e fundos de emergência para famílias em favelas do Rio. Como explica Mônica Cunha, “O mesmo Estado que desumaniza e assassina nossos filhos também busca negar às mães a chance de dar aos seus filhos um enterro digno”.
O Movimento Moleque é parte integrante do Movimento de Familiares de Vítimas e também da Coalizão Negra por Direitos. Fundador do projeto Café das Fortes, o Movimento Moleque solidificou o movimento de mães dentro de diversas favelas do Rio de Janeiro.
