This fund was instituted to honor the memory of Costella Cannon, a loving mother whose son died in prison. We give assistance to family members and former prisoners attending the annual CEDP convention. This year, Delia Perez Meyer makes our plea.

Dear Fellow Abolitionists,


When my younger brother, Louis Castro Perez, was falsely accused and wrongfully convicted of the murder of his friends, Michelle, Cynda, and her daughter, Stacey - our whole lives were turned upside down. Our family and the families of the victims were destroyed. For the first few years, we were in shock - so emotionally traumatized that we could only pray that law enforcement was doing their job to find the true murderer. Meanwhile, a lawyer told me I needed a million dollars just to get the case started - our family didn’t have that kind of money.


I recall reading an article that talked about the Campaign to End the Death Penalty (CEDP). It was a fledgling operation of activists, family members and prisoners. I thought I would attend a meeting to try and garner assistance for Louis. I began to share Louis’ story and discovered there were over 500 people on death row in Texas, each one with suffering families. Through the CEDP and other death penalty organizations, I educated myself about the justice system. I quickly learned it was flawed and that there were other innocent men and women on Texas’ death row and across the country.


The CEDP was passionate about saving people’s lives on death row and were especially kind to the family members of those condemned to death. It took a couple more years of tears, shock, devastation, and sheer terror before I could truly get up and take a stand. By the grace of God & my fellow abolitionists, I began to do just that! I attended every death penalty event I could, including our Annual March to Abolish the Death Penalty in Texas, World Abolition Conferences, as well as rallies, prayer services, and legislative sessions. I joined several abolition groups such as the Journey of Hope, the Texas Coalition to Abolish the Death Penalty, Amnesty International, the Texas Moratorium Network, and Witness to Innocence.


For several years, I have attended and spoken at the CEDP’s annual convention, whether it was held in Illinois or Texas. I wanted the world to know about Louis Castro Perez and how it is possible to convict an innocent man like him. I didn’t want this to happen to another family ever again.


Today, I am grateful for how far we have come.  We still have a lot of work to do, but I am certain we will see abolition in our lifetime. I am grateful to the CEDP and all its members who have shown Louis & I so much love and compassion over the years. Our family simply could not have survived this ordeal without each and every one of you standing with us. We are forever grateful and humbled by the decision by other families, former prisoners and activists to fight for Louis, as well as the lawyers and judges that have considered the case. After 17 years on death row, he is strong, happy, full of faith and hope that someday the truth will be discovered in his case.


This year, I, with other family members and former prisoners, will attend the CEDP’s annual convention on November 14 in Austin, TX.  Will you help us by making a donation to the Costella Cannon Fund?
