Hi everyone,
I'm Oliver Frohling, the director of SURCO, an organization that's been working since 2011 on education, indigenous languages, data access and governance, and sustainability and climate change issues.
The reason why we're doing this fundraiser is simple: we need your support to strengthen our foundation. Over the past few years, we've been rebuilding after the pandemic significantly impacted our funding model, which largely depended on working with study abroad groups. While we've made substantial progress in restructuring and our situation has improved considerably, we're still working toward full financial stability.
As part of this transformation, we've expanded our grant funding, which has enabled us to develop initiatives like Indigital, our project supporting digital justice for indigenous communities. This year, that work centered on one question: who owns the data of indigenous communities, and under what rules is it governed?
We call it datos comunales, community data, and think about it through the same framework of autonomy and usos y costumbres Oaxaca already uses for communal land. That thinking produced a full legal analysis of the General Law on the Rights of Indigenous and Afro-Mexican Peoples, twelve formal proposed amendments, and a nascent coalition of Oaxacan organizations building a shared position. It also runs through Territorio Digital, our weekly essay series with Kiado Cruz on artificial intelligence, data, and autonomy from an indigenous Oaxacan perspective.
Alongside that, our RELATI project creates comics in Zapotec languages (Dadi'idznu and Xidza) documenting environmental knowledge and climate impacts, our radio program "Pez en el Surco" amplifies community voices, and our climate adaptation programs round out this work. All of it is deeply collaborative, built with local communities, academic institutions, and committed volunteers. However, these project-specific funds don't cover our essential operational costs: salaries, healthcare, rent, utilities, and basic infrastructure.
Our work is enriched by the dedication of German volunteers and professional internships from Mexican universities like Universidad Iberoamericana, creating valuable intercultural exchanges that strengthen our projects and expand our impact.
This is why we're reaching out to you: your contribution helps cover these fundamentals that keep SURCO running, allowing us to continue our work documenting indigenous knowledge, protecting linguistic diversity, and supporting communities in climate adaptation here in Oaxaca and beyond.
Our goal is $70,000, and this campaign runs for four weeks, closing on October 16. We're not extending the deadline this year.

Soy Oliver Frohling, director de SURCO, una organización que desde 2011 trabaja en educación, lenguas indígenas, acceso y gobernanza de datos, y temas de sustentabilidad y cambio climático.
La razón por la que estamos haciendo esta campaña de fondeo es simple: necesitamos su apoyo para fortalecer nuestros cimientos. Durante los últimos años, hemos estado reconstruyéndonos después de que la pandemia impactara significativamente nuestro modelo de financiamiento, que dependía en gran medida del trabajo con grupos de estudiantes internacionales. Aunque hemos logrado un progreso sustancial en nuestra reestructuración y nuestra situación ha mejorado considerablemente, aún estamos trabajando hacia la estabilidad financiera completa.
Como parte de esta transformación, hemos ampliado nuestro financiamiento por medio de fondos y becas, lo que nos ha permitido desarrollar iniciativas como Indigital, nuestro proyecto de justicia digital para comunidades indígenas. Este año, ese trabajo se concentró en una pregunta: ¿a quién le pertenecen los datos de las comunidades indígenas, y bajo qué reglas se gobiernan?
Le llamamos datos comunales, y lo pensamos con el mismo marco de autonomía y usos y costumbres con el que Oaxaca entiende los bienes comunales. De ahí salió un análisis legal completo de la Ley General de Derechos de los Pueblos Indígenas y Afromexicanos, doce propuestas formales de enmienda, y una coalición naciente de organizaciones oaxaqueñas construyendo una postura compartida. Ese mismo pensamiento recorre Territorio Digital, nuestra serie semanal de ensayos con Kiado Cruz sobre inteligencia artificial, datos y autonomía desde una perspectiva indígena y oaxaqueña.
Junto con eso, nuestro proyecto RELATI crea cómics en lenguas zapotecas (Dadi'idznu y Xidza) que documentan conocimientos ambientales e impactos climáticos, nuestro programa de radio "Pez en el Surco" amplifica las voces comunitarias, y nuestros programas de adaptación al cambio climático completan este trabajo. Todo esto es profundamente colaborativo, construido con comunidades locales, instituciones académicas y voluntarios comprometidos. Sin embargo, estos fondos específicos para proyectos no cubren nuestros costos operativos esenciales: salarios, atención médica, renta, servicios públicos e infraestructura básica.
Nuestro trabajo se enriquece con la dedicación de voluntarios alemanes y prácticas profesionales de universidades mexicanas como la Universidad Iberoamericana, creando valiosos intercambios interculturales que fortalecen nuestros proyectos y amplían nuestro impacto.
Por esto nos dirigimos a ustedes: su contribución ayuda a cubrir estos elementos fundamentales que mantienen a SURCO funcionando, permitiéndonos continuar nuestro trabajo documentando conocimientos indígenas, protegiendo la diversidad lingüística, y apoyando a las comunidades en la adaptación climática aquí en Oaxaca y más allá.

Together with Servicios del Pueblo Mixe, Ojo de Agua Comunicación, Tequio Jurídico, Consorcio, Luna del Sur, Código DH and other allies, we presented "Our data is communal territory too" in Oaxaca's Zócalo: a position paper demanding that community data be recognized as communal property in the new General Law on the Rights of Indigenous and Afro-Mexican Peoples. More than fifty organizations, community media, academics and individuals signed on.
INDIGITAL 2.0 was nominated for the WSIS Prizes 2026, category C8, cultural and linguistic diversity — the main international recognition in technology for development. The project strengthens indigenous digital participation in Oaxaca through digital rights work, content in Mixe and Zapotec, and training community digital promoters.
We launched Territorio Digital,a weekly essay series with Kiado Cruz on artificial intelligence, data, and autonomy in southern Mexico. Fourteen essays and counting: the physical geography of internet infrastructure, why commercial AI fails in Zapotec, data centers arriving in the Isthmus, what you hand over when you register your phone line.
We ran a ten-session seminar on imperialism and data extractivism, from Rosa Luxemburg and Galeano to platform capitalism and technological autonomies. Online, on our own Moodle server, in Spanish, with readings accessible to participants across very different educational backgrounds.
RELATI brought new comics back to the community that made them. We presented "Semillas de lucha: el peligro silencioso de los agroquímicos" in Santa María Yaviche — Zapotec stories of memory and environmental crisis, returned to the assembly they came from.
We began training civil society organizations in critical AI literacy, starting with the workshop "AI and Civil Society Organizations: between possibilities and responsibilities," and continuing into a series on AI, civil society, and communal data.
We joined a hybrid cycle of digital security and collective care workshops for human rights defenders, activists and journalists in Oaxaca, alongside Consorcio Oaxaca, SocialTIC and Internews.
Pez en el Surco keeps broadcasting, with conversations on feminist AI, digital sovereignty in Latin America, and Ayöök literature — community voices in community radio, on Spotify and Apple Podcasts.

Nuestro posicionamiento sobre datos comunales llegó a la plaza pública. Junto con Servicios del Pueblo Mixe, Ojo de Agua Comunicación, Tequio Jurídico, Consorcio, Luna del Sur, Código DH y otras organizaciones aliadas, presentamos en el Zócalo de Oaxaca "Nuestros datos también son territorio comunal": un posicionamiento que exige que los datos comunitarios sean reconocidos como bien comunal en la nueva Ley General de Derechos de los Pueblos Indígenas y Afromexicanos. Más de cincuenta organizaciones, medios comunitarios, académiques y personas se adhirieron.
INDIGITAL 2.0 fue nominado a los Premios WSIS 2026, categoría C8 de diversidad cultural y lingüística, el reconocimiento internacional más importante en tecnología para el desarrollo. El proyecto fortalece la participación digital de los pueblos indígenas de Oaxaca con derechos digitales, contenidos en mixe y zapoteco, y formación de promotores digitales comunitarios.
Lanzamos Territorio Digital, serie semanal de ensayos con Kiado Cruz sobre inteligencia artificial, datos y autonomía en el sur de México. Catorce ensayos y contando: la geografía física de la infraestructura de internet, por qué la IA comercial falla en zapoteco, los centros de datos que llegan al Istmo, lo que entregas cuando registras tu línea telefónica.
Impartimos un seminario de diez sesiones sobre imperialismo y extractivismo de datos, de Rosa Luxemburgo y Galeano al capitalismo de plataformas y las autonomías tecnológicas. En línea, en servidor Moodle propio, en español, con lecturas accesibles para participantes de trayectorias escolares muy distintas.
RELATI devolvió nuevos cómics a la comunidad que los hizo. Presentamos "Semillas de lucha: el peligro silencioso de los agroquímicos" en Santa María Yaviche: relatos zapotecos sobre memoria y crisis ambiental, de regreso en la asamblea de donde salieron.
Arrancamos la formación en alfabetización crítica de IA para organizaciones de la sociedad civil, empezando por el taller "IA y Organizaciones Civiles: entre posibilidades y responsabilidades" y siguiendo con una serie sobre IA, organizaciones civiles y datos comunales.
Nos sumamos a un ciclo híbrido de talleres de seguridad digital y cuidados colectivos para personas defensoras, activistas y periodistas en Oaxaca, junto con Consorcio Oaxaca, SocialTIC e Internews.
