⚖️ PROJECT STORY
We are a group of childhood sexual abuse survivors and eyewitnesses preparing to file a major civil lawsuit against the Chicago Board of Education, the City of Chicago, the Illinois State Board of Education, Cook County, and the Illinois Department of Children and Family Services—institutions that failed to protect children from a known predator: David Siers.
In 1986, a young boy attempted suicide after being molested by Siers, a fifth-grade teacher at Spencer Elementary School. That disclosure triggered a Chicago Police Department investigation, later referred to the Cook County State’s Attorney’s Office, which convened a grand jury.
But during the entire three-month investigation, David Siers was never removed from his classroom.
Credible witnesses confirm he continued to abuse other boys during that period. In 1987, he was convicted of sexually abusing twelve boys. Still, no internal investigations followed. No outreach was made to identify additional victims. No support was offered to those who came forward.
Instead, institutions chose silence—and concealment.
Through FOIA responses, these same agencies now claim no records exist regarding Siers' employment or discipline. Yet we uncovered proof that ISBE re-certified David Siers in 1988—while he was serving time for child sexual abuse.

🔍 A STRONG CASE. A PERSONAL MISSION.
Over the past year, we’ve conducted extensive research and developed robust legal filings for both state and federal court.
We consulted with several attorneys. While all agreed that we have a legitimate and powerful case, none were willing to take it on due to the time that has passed. So, we’ve decided to go forward ourselves—armed with facts, law, and survivor testimony.
We are not unprepared. We are bringing:

affidavits from multiple survivors and eyewitnesses—including one from
a licensed clinical school social worker who was also Siers’ former
student
⚖️ Federal and Illinois case law supporting tolling of
the statute of limitations
🗞 Active and growing media
interest—including coverage from the Chicago Tribune, and
outreach to national investigative reporters
💰 WHY WE NEED YOUR HELP
We are raising $1,500 to cover:
🏛 Filing fees in both Cook County ($367 filing fee, $212.50 jury
fee) and Federal court ($405 filing fee)
📬 Service of process on
over 7 institutional defendants (6 defendants X $60= $360 in the state
case and 4 defendants x $60 in the federal case= $240)

Printing, notarization, and certified mailing of exhibits and
affidavits
💌 Support for one plaintiff currently incarcerated,
including document delivery and legal coordination
We are prepared to file no later than July 29, 2025. These modest costs are the final step before launch.
