The Keep Casper Smoke Free Referendum Committee obtained over 3000 signatures on a petition that hoped to force a special election on the changes our city council made to the indoor smoking ban. The city clerk disqualified 685 due to residency or registration status. We believe 95 people were wrongfully disqualified. We are filing a complaint in District Court to challenge the disenfranchisement of these signers. All of whom live in Casper and all of whom are currently registered voters. We cannot abide an administrator setting arbitrary rules for a process that is simply put in state statute. "To be counted the electors shall be registered voters when the completed petition is submitted for verification. The referendum petition shall contain the signatures and residence addresses of persons signing the petition." (W.S. 22-23-1005)
