Over 20 years ago, Casper was at a house near Palm Springs, CA when a woman (he did not know those there) was brutally attacked. The woman was terminally ill with cancer. Casper ordered the attacker to stop! He did not. Casper shot him once. The assailant survived to re-attack the same woman with an axe handle and handgun later and when on to kill an inebriated 16-year-old girl in a car accident while he was driving drunk.

Casper’s crime carried a 6-year prison sentence under California law, classifed as an assult.  But due to the implementation of the 3-Strikes law, he is serving two consecutive life sentences, plus four years.  Casper has served over 20 years; he was not eligible to go to his first parole hearing for 27 more years - 2041!

Now he has a chance, a change in policy that will allow him a chance at getting an initial parole hearing.  Within the next year he is eligabile for a consultation/suitability hearing.  

The injustice of 3-Strikes sentencing is clearl. On February 19, 2014, Tulare County Superior Court sentenced Ryann Jones of Visalia, CA to 25 years to life in prison for the beating and killing of 3-year-old Natalynn Miller, his girlfriend’s daughter. Ryan Jones will be eligible for parole in 2035; Six years BEFORE Casper would have been eligable. Last year a person convicted of murder will be eligable for parole before him.

This is not equal application of the law, and it is certainly not justice.  This is the only chance he has had in over 20 years.
