My name is Sam Sachs I am a graduate of Portland State University Black Study Department .I am also a former college football player.
My cause is to duplicate the "Oregon Rooney Rule" in other states across the country. The Rooney Rule requires schools to interview one qualified minority candidate before hiring a head coach or athletic director.
In 2009 I set out on a mission to change the way state funded, Oregon
colleges hire head coaches and athletic directors.
I grew tired of watching as qualified minority coaches were
being shut out and ignored for something as simple as an interview for
many of these high profile and high paying head coaching jobs.
I went to work with the support of college and professional
coaches, The Black Coaches Association, and our state legislators to
introduce Oregon House Bill 3118 which; "Requires public
institutions of higher education to interview qualified minority
candidate when hiring head coach or athletic director unless
institution is bound by contract to promote member of current
coaching staff institution was unable to identify qualified minority
candidate willing to interview for position".

House Bill 3118 became law in 2010 after passing the Oregon
state Senate by a vote of 29-0. It is currently the only law of its
kind in the U.S.
Also In December of 2009 I spoke to The Black Caucus of State
Legislatures at their annual conference asking other states to sponsor
similar bills modeled after Oregon Law.
5-8 other states introduced bills modeled after the Oregon Law.
Some of those states were Florida, Alabama, Indiana and Oklahoma.
My goal for the 2016 legislative session is to build off the
work those states started and the success we saw in Oregon, and to
personally travel to each of those states and others.
I will meet with legislators, testify in House and Senate
Committee Hearings and gain support from coaches and athletes across
the country.
In order for me to accomplish this goal I will need to travel to
these states, pay for hotels, food and transportation.
My hope is to raise enough money through this platform and
other means i.e. seeking out investors, so that I can dedicate most if
not all of my time traveling to the different states , meet with
legislators and colleges, testify in House and Senate committe
hearings who will introduce bills that will duplicate the Oregon law
in other states.
In June I will travel to Washington D.C. to meet with a group
(who has asked to remain anonymous for now) to propose a partnership
and plan for lobbying the other states.
Some of my friends and family have expressed a desire and
willingness to donate to this cause, so I’m creating this account.
I am confident with the plan I have put together for the 2016
legislative session that we will be successful in changing the
landscape of hiring of head coaches and athletic directors in colleges
across the country.
