My name is Brian Chang. I am helping to raise funds for my friend and pastor - Josh Todd and his wife Vickie Todd. Josh and Vickie live in Delaware with their 3 beautiful children Bella (8), Josh (6), and Jasmine (4).
On September 18th, 2014 a speeding vehicle struck Vickie and a 92 year old women with health problems passed away. Delaware has some of the strictest laws in the nation regarding this issue. The statute that carries up to 30 months in prison is not even held by most other states.
On February 26th, 2016, she was found guilty. Everyone involved is shocked by the outcome given the evidence that was presented. Over the last 17 months this legal process has cost Josh and Vickie well over 12,000 dollars. If the resources are available Josh and Vickie desire to appeal this verdict. If they do not appeal the verdict Vickie is facing up to 30 months in prison, probation, fines and will become a lifetime felon. Vickie's sentencing is scheduled for March 15th. Sometimes bad things happen to good people, please share a little love to this awesome family!

Victoria is being charged with operating a vehicle that resulted
in a death. Under this statute Vickie does not have to be found
negligent. She was not under the influence of anything, on her cell
phone or driving reckless. She was turning into her development from a
school zone. Because it was a left turn Vickie was possibly liable for
the accident. However, the vehicle that struck her was speeding. Had
the vehicle not been speeding (as the investigator stated) the
accident may not have happened or would have happened differently.
Again, it took place in a school zone where the MPH is either 20
during school hours (accident took place at 8:30am) or 35 on
non-school hours. The black box in the car that struck my wife stated
excessive speed was involved (factual scientific evidence.
The women who passed away did so 2.5 weeks after the accident.
She was 92, had cpod (pulmonary disease), dementia, a long history of
smoking and had recently been in rehab for alcoholism. The death
certificate states she died from respiratory failure. Although no
doctor signed the death certificate, a women in training at the time,
name was typed in. From the witness stand she stated that she is
almost certain she was there.
We hate that this women passed away. We prayed for her when we
heard she was in the hospital. We continue to pray for her family now.
This has been a long and expensive 17 months. It appears it is getting
longer and more expensive. However, we know the Lord is sovereign.
Although we'd rather have this storm pass we do not question God
Almighty and realize there is value in affliction. We are focused on
what the Lord would have us to learn in this and how something so
horrible can be used for good in the future.
I hope this brings some clarification. Your probably thinking
this doesn't make any sense. Your right, it doesn't. But under this
law you can make a non-negligent mistake and serve 30 months in prison
for it. This law is only in a few states in America. Most other states
regard it as an unconstitutional law. Upon appeal we intend to
challenge the constitutionality of this statute upon other things.
