In the late 1960s, lawyer McKenna, 69, was a “special assistant to the assistant secretary for legislation” under President Lyndon Baines Johnson; 1969-72, a legislative aide to U.S. Sen. Claiborne Pell; 1973-74, a special counsel to Gov. Philip W. Noel; 1975-76, an assistant attorney general; 1979-85 a state representative for House District 10, Providence-North Providence; 1984-92 Providence Municipal Court judge; 1985-86, president, Rhode Island Constitutional Convention.
