Joyce Colbert-Jones was a 1978 graduate of Bay High School in Panama City, FL. She relocated to Atlanta, Georgia in the 1980’s. She was a great supporter of the arts; Joyce loved all things related to art, fashion and music. As such, it was no surprise that she returned annually to Panama City Beach, FL to attend the Seabreeze Jazz Festival.

On April 20, 2013, while attending the Seabreeze Jazz Festival, Joyce suddenly and unexpectedly passed away. In recognition of her two great loves—music and her hometown— the "Joyce Loved Music" scholarship was set up.  The first scholarship was presented to Tabitha Yamaguchi from Navarre High School during the 2014 Seabreeze Jazz Festival.  Donations are now needed for the the second scholarship which will be presented at the Seabreeze Jazz Festival in Panama City Beach, FL  April 2015.  High School Seniors in Northwest Florida area High School Bands will be asked to submit a brief statement with their applications stating why they should receive the "Joyce Loved Music" scholarship.  Entries will be reviewed and a recipient will be chosen.
