Namaste! I need your help!!! By November 2014, I must collect 5000,00$ to support the work of the Namsaling Community Development Center (NCDC) in Eastern Nepal for the establishment of micro-nurseries at three schools.
The full 5K$ will be used to purchase materials for the establishment and maintenance of three new nurseries (e.g. soil, seeds, gardening tools, fencing, seedlings, compost) and support the NCDC, my Nepali partner that has just become a member of the UN Sustainable Development Solutions Network.
I am a geographer working in forestry these days and it just so happened that, two years ago, I stumbled onto the One School - One Nursery project promoted the NCDC and decided to help this NGO achieve some of its sustainable development goals...With your help and the support of the Nepal Community Development Foundation (established in Toronto, CA), the rest will become history! :)
Some background on the NCDC and the Ilam Green City Initiative
Since 1988, the NCDC has been facilitating the attainment of various sustainable development goals in the Ilam region (Eastern Nepal) by addressing virtually all sectors of development within the municipality and in surrounding Village Development Committees (VDCs).
It has notably worked with the municipality on the development and implementation of a 2012-16 Strategic Plan for the Ilam Green City Initiative, an ambitious and multi-faceted development covering a wide range of sectors, including: sustainable environmental management, integrated urban planning, clean energy, health, transportation and communications, agriculture, green economic development, public awareness and education, governance, socio-cultural integrity, and disaster emergency and preparedness.

One of the goals of the Green City Initiative is the establishment of a tree nursery for each school in the municipality. However, key challenges in the attainment of this goal include:
- Many of the schools in the municipality do not have access to sufficient land to allocate to tree nursery development.
- Even when land is available, several of the schools do not have the resources to be able to provide adequate security for the nurseries and the associated equipment.
- There is a lack of locally available information that could be used as training materials.
Last year, our Canada/US team helped the NCDC implement the “One School, One Nursery” program and developed an approach to overcome the identified challenges and build a foundation for a longer-term program and its future sustainability. The 2013 project approach focused on:
- Working with one or more local community forest users groups (FUGs) that are established in the area; particularly those that have been established by women.
- Engaging nearby schools in working with the community FUGs.
- Fully engaging the municipality and the District Forest Office in the implementation of the project.
- Build upon and enhance local knowledge of the District Forest Office (DFO) and NCDC in nursery development and maintenance, including strategies for longer-term sustainability of the nurseries.
- Develop a manual(s) or guide(s) that can be used by the stakeholders involved once the project is completed (train the trainer).
- Prepare several short videos based on stakeholder interviews as well as technical aspects of nursery development and maintenance that can be used by NCDC in future training as well as communications activities.
Project background
In 2011/12, the Government of Nepal introduced the “green city” concept to Ilam Municipality in the Mechi Region of eastern Nepal. The concept focuses on enhancing the green, clean and health friendly environment of the municipality.
Schools and nurseries?
The NCDC has been implementing a Sustainable School Environment Promotion Program [SSEPP] for several years by building on past work with school children that focused on sanitation and health promotion.
It sees the education sector is seen as a critical link in the attainment of the goals of the Green City Initiative by positively influencing current children and future parents. The approach of focusing on children has proven to be successful in Nepal through school based sanitation and hygiene programs. This method emphasizes prevention and increases individual and collective responsibility for managing environmental health risks.
“One School, One Nursery” is one of the key activities in Ilam’s Green City Strategic Plan. The municipality has begun implementation of the plan and the “One School, One Nursery” program. There are 28 schools within the municipality and awareness-building activities have been ongoing for two years now.
The global objectives of the Green City “One School, One Nursery” program are:
- To involve students directly in the tree planting and plantation development process
- To develop the practice of environment friendly activities among students
- To maintain the greenery of the school and the greenery of the community
- To encourage students to regularly engage in tree planting both at the school and at home
In support of the municipality’s “One School, One Nursery” goals, NCDC continuously conducts greening (e.g., tree planting and maintenance) promotion activities in 11 schools in the municipality, including:
- Awareness: Awareness activities on importance of greenery promotion
- Plant distribution: Provided plants to the school for greenery promotion
- Plantation: Involved students in planting activities to highlight environmental friendly activities and instil a sense of ownership in the activities
- Equipment distribution: Distributed equipment (e.g., fork / shovel, water sprayer and garden scissors) to motivate students and the entire school family on developing the small garden for promoting greenery in the schools
After implementation of the initial activities, small gardens are developed in the schools that have participated. As well, at the outset, the entire school family is being approached to participate in the development of the plantations in the school compounds. The schools who have land available for the plantation have made a small garden while those who did not have enough space participate by planting the flowers in vases on their balcony.
Overall, awareness of the importance of the greenery maintenance is high with students which has built a foundation for the implementation of the “One School, One Nursery” program.
However, three main challenges have been identified from this early work: 1) lack of available land for many of the schools to use, 2) lack of security for nurseries within many schools, and 3) lack of information and knowledge on nursery establishment and development.
2014 Project Implementation
Although full implementation of the Green City Initiative is expected to take a number of years (including beyond the current 2016 strategic plan timeframe), a number of new activities will be undertaken in November 2014 to develop “models” from which others can learn. The approach would be replicated in other schools and with other community FUGs in future years. In addition, it is expected that adjoining villages (VDCs) would also participate in the “One School One, Nursery” program as it unfolds.
Engage the municipality and District Forest Office
The DFO has substantial local knowledge on appropriate tree species, forest management, etc. NCDC has already engaged the DFO in project discussions and has developed a very good working relationship with them as well as other District line agencies. Long-tem sustainability of the project will require the active involvement of the DFO. DFO staff knowledge and expertise will be used first whenever available and appropriate and the external participants will seek to supplement that knowledge so that DFO staff skills are enhanced.
Develop manual/guide on nursery development and maintenance
There have been numerous community-based guides on tree nursery development and maintenance produced in many areas of the world. The 2014 project will use a guide developed closely based on existing documents, including some that were developed specifically for Nepal. The new guide will be adapted to suit the local conditions found within Ilam Municipality and the surrounding VDCs.
Expected Outputs
The expected outputs identified below are based on a full year of project implementation and not solely focused on the in-country time by the North Americans.
- Establishment of three (3) nurseries
- Hundred (100) students actively engaged
- An “Ecological Group” formed in each school
Impacts (changes in people’s knowledge and attitudes as well as changes in the environment)
Expect to see:
- Engagement of schools, students, community, district line agencies and the municipality in the activities.
- Increased knowledge within NCDC on developing tree / plant nurseries in schools.
Like to see:
- A long-term sustainability strategy for maintenance of the nurseries in place.

Un peu d'histoire sur la NCDC et l'initiative Green City d ’Ilam
Depuis 1988, la NCDC réalise des projets de développement responsable dans la région d'Ilam (est du Népal) en abordant pratiquement tous les secteurs de développement au sein de la municipalité et en soutenant les Comités de développement villageois (CDV).
C’est ainsi qu’en 2011/2012, à la suite des projets de la NCDC, Ilam a été déclarée «ville verte» par le gouvernement du Népal. En tant que «ville verte», la municipalité devait continuer de mettre l'accent sur la création et le maintien d’un environnement vert, propre et sain.
La NCDC a notamment travaillé avec la municipalité sur le développement et la mise en œuvre de l’initiative Green City d’Ilam 2012-16, un projet ambitieux à multiples facettes couvrant un large éventail de secteurs, y compris: la gestion durable de l'environnement, la planification urbaine intégrée, l'énergie propre, la santé, les transports et les communications, l'agriculture, le développementéconomique vert, la sensibilisation et l'éducation du public, la gouvernance, l'intégrité socio-culturelle ainsi que la gestion des urgences et la protection civile.

L'un des objectifs de l'initiative Green City est l'établissement d'une pépinière pour chaque école de la commune. Cependant, il existe des défis importants à la réalisation de cet objectif, notamment:
- La plupart des écoles de la municipalité n'ont pas suffisamment de terres à consacrer à l’établissement d’une pépinière.
- Même lorsque la terre est disponible, plusieurs écoles n'ont pas les ressources nécessaires pour être en mesure de fournir une sécurité adéquate pour les pépinières et les équipements associés.
- Il manque de matériel éducatif sur place.
L'année dernière, notre équipe Canada / États-Unis a lancé le projet "Une école, une pépinière" et a développé une approche pour surmonter les défis identifiés et construire les bases d'un programme à long terme. L'approche du projet 2013 a porté sur:
- Le travail avec un groupe local d’usagers de forêts communautaires (des UFCs) établi dans la région; en particulier celui établi par des femmes et situéà proximité des écoles.
- L’engagement de la municipalité et du Bureau de district des forêts (BDF) dans la mise en œuvre du projet.
- Le partage du savoir de l’équipe, de celui du Bureau de district des forêts (BDF) et de la NCDC dans le développement et l’entretien de pépinières, y compris des stratégies pour la viabilitéà long terme de ces dernières.
- L’élaboration d’un manuel qui peut être utilisé par les parties concernées une fois le projet terminé (formation des formateurs).
- La préparation de courtes vidéos basées sur des entretiens avec les parties prenantes (comprenant les aspects techniques de la création et de la maintenance de pépinières) pouvant être utilisées par la NCDC pour la formation et les activités de communication.
Écoles et pépinières font bon ménage?
Depuis plusieurs années, la NCDC met en oeuvre un programme scolaire de promotion de l'environnement durable qui s'appuie sur l’éducation des enfants en matière d’hygiène et de bonnes habitudes de vie.
La NCDC considère le secteur de l'éducation comme un maillon essentiel dans la réalisation des objectifs de l'initiative Green City en influençant positivement les enfants actuels et futurs parents. De fait, l'approche visant à se concentrer sur l’éducation des enfants en matière d’hygiène a donné de bons résultats au Népal. Cette méthode met l'accent sur la prévention et sur la responsabilisation individuelle et collective des risques environnementaux pour la santé.
«Une école, une pépinière» est l'une des principales activités de l’initiative Green City d’Ilam. Il y a deux ans, la municipalité l’a débuté en organisant des activités de sensibilisation.
Plus de 28 écoles sont visées par le projet dont les objectifs globaux sont de:
- Permettre aux élèves de participer directement au processus de planification d’une pépinière et de la mise-en-terre d'arbres;
- Développer et promouvoir la pratique d’activités respectueuses de l'environnement entre étudiants;
- Maintenir le verdissement de l'école et de la communauté;
- Encourager les étudiantsà planter des arbres à la fois à l'école et à la maison.
À l'appui du projet de pépinière de la municipalité, la NCDC mène depuis deux ans des activités de promotion de verdissement (par ex. la plantation d'arbres et l'entretien) dans 11 écoles, y compris:
- la sensibilisation: activités de sensibilisation sur l'importance des projets de verdissement
- la distribution de semis: la NCDC a fourni des semis à l'école pour les projets d’espaces verts;
- projet de plantation: on a encouragé des étudiants à planter des arbres afin de leur permettre de s’approprier les activités respectueuses de l'environnement;
- distribution de mat ériel: du matériel a été distribué (par ex. une fourche / pelle, pulvérisateur d'eau et des cisailles) pour motiver les élèves et l’ensemble de l'école à développer et prendre soin d’un petit jardin visant le verdissement de leur école.
Les écoles qui ont des terres disponibles pour la plantation font de petits jardins tandis que celles qui n'ont pas assez d'espace participent en plantant les fleurs dans des pots recyclés sur leur balcon.
Dans l'ensemble, la conscience de l'importance de l'entretien des espaces verts est élevée parmi les étudiants qui ont participé à l’initiative «Une école, une pépinière».
Cependant, trois principaux défis ont été identifiésà partir de ce premier travail: 1) le manque de terres disponibles à utiliser pour la plupart des écoles, 2) le manque de lieux sécurisés à de nombreuses écoles, et 3) le manque d'informations et de connaissances sur la création et le maintien de pépinières.
2014 - Poursuite du projet
Bien qu'on s'attende à ce que l’achèvement de l'initiative Green City prenne un certain nombre d'années (y compris au-delà de l'actuel plan stratégique se terminant en 2016), de nouvelles activités seront entreprises en novembre 2014 pour développer des «approches-modèles»à partir desquelles d'autres parties prenantes pourront apprendre. L'approche-modèle serait reproduite dans d'autres écoles et avec d'autres UFC dans les annéesà venir. En outre, il est prévu que les villages voisins (CDV) seront également invités à participer à l’initiative.
Engagement de la municipalit é et du Bureau des for êts du district
Le BFD a une grande connaissance des espèces locales d'arbres appropriés pour la plantation et de la gestion des forêts. La NCDC a déjà engagé des discussions du projet avec le BFD et a développé une très bonne relation de travail avec eux ainsi que d'autres organismes d'exécution de district. La viabilitéà long-terme du projet nécessitera la participation active du BFD. Les connaissances et l'expertise du personnel seront d'abord utilisées dès que possible et l’équipe canado-américaine complétera ces connaissances afin d’accroître les compétences du personnel du BFD.
D évelopper manuel / guide la création de p épinières et de l'entretien
De nombreux guides communautaires sur le développement et l’entretien de pépinières ont été produits dans de nombreuses régions du monde. Le projet 2014 utilisera un guide élaboré à partir de documents existants, dont certains ont été développés spécifiquement pour le Népal. Le nouveau guide sera adapté en fonction des conditions locales trouvées à Ilam et dans les villages environnants.
R ésultats attendus
Les résultats attendus mentionnés ci-dessous sont basés sur une année complète de mise en œuvre du projet:
- Mise en place de trois (3) pépinières
- Cent (100) étudiants activement engagés
- Un «Clubécolo» formé dans chaque école
Impacts (changements dans les connaissances et les attitudes des gens ainsi que des changements dans l'environnement)
